Dr. James L. Butkiewicz
Senior Economic Fellow

Ph.D. in economics (University of Virginia), and B.A. in economics (Wilkes College, Magna Cum Laude), is a professor in the department of economics at the University of Delaware. Since joining the University in 1974, Dr. Butkiewicz has served as chair of the department of economics, acting director of economic graduate programs, and has twice been associate dean of the College of Business and Economics. He has received the University's Excellence in Teaching and Excellence in Graduate Teaching Awards, and a national award from the Joint Council on Economic Education. Dr. Bukiewicz's research interests include the determinants of economic growth, monetary theory and macroeconomic theory and policy analysis. He is on the editorial board of the Eastern Economic Journal and has been acting editor and is currently associate editor. He is an active referee for two dozen journals. Dr. Butkiewicz has numerous publications in professional journals, including Economic Modeling, Journal of Policy Modeling, World Development, Quarterly Review of Economics and Finance, Public Choice, and the Journal of Monetary Economics. He has been active in Delaware for many years, having most recently served as a member of Governor Markell's budget transition team.

Joanne Butler
Senior Economic Fellow

BA, English Literature (University of Maryland), MA, Management (Central Michigan University), MPA (Harvard University), is an instructor in economics at Wilmington University. Joanne started her career with a small defense electronics consulting firm and then shifted to Washington, D.C. There she worked in the Office of U.S. Trade Representative as an analyst working on Canadian trade issues, an economist in the U.S. Department of Agriculture (where she authored the first comprehensive survey of South Africa's food distribution system in the post-apartheid era) and an economist with the Ways and Means Committee of the U.S. House of Representatives, where she worked on international trade, Social Security reform and disability issues. She was a legislative liaison for the Social Security Administration and a senior policy advisor to the Assistant Secretary of the U.S. Department of Labor, where she worked on revisions to the Family Medical Leave Act regulations and program operation issues. From 1998 to 2002, she was a member of the governing board of the Longwood College of Virginia (a four-year state university), which included chairing the audit committee. Joanne specializes in the intersection of applied economics and public policy.

George Nagle
Senior Economic Fellow

BS, Business Administration and Marketing (Rutgers University), MS, Economics (Rutgers University) is an economist for Vermont's public advocate focused on efficient provision of public utility services. George served as secretary and economist to the New Jersey Council of Economic Advisors who reported to the Governor and legislature on policies impacting New Jersey's economic, fiscal and business climate. He also served as director of the New Jersey office of Economic Research and Planning, devoted to business retention and attraction. George was also a research economist in the New Jersey Office of Economic Policy in the Governor's office. He was a member of the New Jersey Governor's Science and Technology Commission and the New Jersey State Planning Commission. George was an officer in the U.S. Army Corps of Engineers and served in Vietnam.

Dr. Francis X. Tannian
Senior Economic Fellow

Ph.D. in economics (University of Virginia), M.A. in economics (Boston College) and A.B. in classics (Boston College) is professor emeritus of urban economics from the University of Delaware and currently President of Water Is Life Kenya. Dr. Tannian joined the faculty of the University of Delaware in 1968 and retired in 2000. During that time he was a U.S. State Department lecturer in Eastern Europe, a visiting professor at the Institute for Regional Science, University of Karlsruhe and the University of Nitra, and associate dean of the College of Urban Affairs and Public Policy. In addition to publishing in professional journals and authoring numerous monographs, Dr. Tannian has served on the Delaware governor's Economic Advisory Committee and Urban Community Revitalization Task Force, the City of Wilmington's Economic Development Committee and the Catholic Diocese Foundation.
