Don’t miss the opportunity to hear Ilya Shapiro, Senior Fellow in Constitutional Studies at the Cato Institute, as he brings forth the arguments of why Obamacare is bigger than just healthcare. At the heart of the issue is the very foundation of our country’s government – the Constitution.

This litigation could decide the future of our republic. Do checks and balances really exist, or is Congress the sole judge of its own authority?

Also, Tim Chapman from the Heritage Foundation will tell us about the organization's recently formed Action for America, of which he is the Chief Operating Officer.

Caesar Rodney has joined the debate over the constitutionality of Obamacare with a brief before the Supreme Court right now.

Ilya Shapiro, Cato Institute
Ilya Shapiro is a senior fellow in constitutional studies at the Cato Institute and editor-in-chief of the Cato Supreme Court Review. Before joining Cato, he was a special assistant/advisor to the Multi-National Force in Iraq on rule of law issues and practiced international, political, commercial, and antitrust litigation at Patton Boggs and Cleary Gottlieb. Shapiro has contributed to a variety of academic, popular, and professional publications, including the Harvard Journal of Law & Public Policy, L.A. Times, USA Today, Washington Times, Legal Times, Weekly Standard, and National Review Online.

He also regularly provides commentary on a host of legal and political issues for various TV and radio outlets, including CNN, Fox News, ABC, CBS, NBC, Univision, "The Colbert Report," and American Public Media's "Marketplace."

Before entering private practice, Shapiro clerked for Judge E. Grady Jolly of the U.S. Court of Appeals for the Fifth Circuit, while living in Mississippi and traveling around the Deep South. He holds an A.B. from Princeton University, an M.Sc. from the London School of Economics, and a J.D. from the University of Chicago Law School. Shapiro is a member of the bars of New York, the District of Columbia, and the U.S. Supreme Court. He is a native speaker of English and Russian, is fluent in Spanish and French, and is proficient in Italian and Portuguese.
 
Tim Chapman, Heritage Action for America
Tim Chapman is the Chief Operating Officer of Heritage Action for America. He oversees the day-to-day operations while working closely with our sister organization, The Heritage Foundation, to ensure both organizations work towards common goals.

Prior to his role at Heritage Action, Tim previously served as Chief of Staff to Heritage Foundation President Ed J. Feulner, Ph.D. In this position, Tim advised Dr. Feulner on public policy matters and activities of the conservative movement. He also managed Dr. Feulner’s office staff and Heritage’s day-to-day operations.
In the past, Tim served as the Director of Heritage’s Center for Media and Public Policy, where he worked to improve communications between policymakers and the media who report on their initiatives. He has also helped forge Heritage’s ties with blogs and other forms of new media by helping bloggers gain access to information, policymakers and nationally recognized experts.

Tim has experience as a Senate aide as well, having worked for Senators Jim DeMint (R-SC), Don Nickles (R-OK) and Tim Hutchinson (R-AR) in various roles. He was also a weekly columnist for Townhall, Human Events Online and the Philadelphia Evening Bulletin.

Tim earned his Bachelor’s degree in political studies from Gordon College in Wenham, Massachusetts.
