David R. Legates, Ph.D.

Acting Director, Center for Energy & Environment Policy

Dr. David R. Legates is a Senior Fellow at the Caesar Rodney Institute and a retired Professor of Climatology at the University of Delaware, where he served on the faculty for more than three decades. He previously served as Delaware State Climatologist and is currently Director of Research and Education at the Cornwall Alliance for the Stewardship of Creation.


Dr. Legates earned his B.S. in Meteorology from the University of Delaware and his M.S. and Ph.D. in Climatology from the University of Delaware. His academic work has focused on climatology, hydrology, and the analysis of long term climate trends. He has authored and coauthored numerous peer reviewed scientific papers and has testified before legislative bodies and public agencies on climate science, environmental policy, and energy issues.


Throughout his career, Dr. Legates has been recognized for his contributions to atmospheric science and public policy analysis. In addition to his research and teaching, he has served in advisory and leadership roles with scientific, educational, and policy organizations. He also serves as an advisory board member of A Better Delaware.
