Why Healthcare Access Matters
That means a qualified provider may be ready to invest its own money to bring more healthcare services to Delaware—but still need government approval to move forward.
This matters because Delaware already has documented healthcare access problems. Sussex and Kent Counties have federally designated shortages in primary care and mental healthcare, and many Delawareans travel long distances or wait weeks or months for needed care.
Delaware itself has recognized the problem. In its 2026 Rural Health Transformation Plan, the state committed to “eliminating or loosening” CPR requirements to reduce regulatory barriers to opening new healthcare facilities in underserved areas.
